Our commercial team's experience working with the public sector is second to none, with many local authorities, housing associations, police forces and fire and rescue authorities among our clients, as well as NHS bodies, including primary care trusts, foundation trusts and NHS trusts. 

Our specialist commercial expertise includes:

General commercial

Clients benefit from our in-depth expertise and practical approach on a range of commercial matters, including collaboration agreements, funding agreements, partnering agreements and confidentiality agreements. Our work is not only confined to legal issues, document drafting and managing transactions, but also addresses the commercial and practical considerations which flow from them.

Public procurement and frameworks

We already advise many police forces on EU procurement issues and legislation, from standalone procurement processes to call off/mini competition procedures under pre-existing frameworks. We help clients develop robustly compliant procedures, as well as dealing with contentious matters, such as formal challenges before the courts. Our advice covers OGC framework agreements (both contentious and non contentious matters).


Our expertise in non-contentious information technology issues includes software licence agreements and hardware development licensing agreements and IT services. This includes outsourcing agreements, as well as IT procurement and shared services arrangements.

Intellectual property

We have advised a number of police forces on intellectual property (IP) matters, including the use of anti-terrorism techniques. We’ve also acted on IP assignment and licence agreements, including those dealing with patent, copyrights, trademarks and know-how. 


Our clients include registered and exempt charities, including police endowment and benevolent funds, whom we advise on governance, regulation and Charity Commission guidance. In particular, we’ve advised on forming and registering charities, as well as mergers, group structures, transfers of engagement and rationalisations. A particular specialisation is advising trustees on governance and control issues.

Finance, banking, insurance and tax

We help clients navigate the legal issues around financing business transactions and property development, including loan and security documentation and recognising statutory or contractual borrowing restrictions.  

Charging and trading

Advising on the statutory and regulatory framework against which commercial contracts and agreements are entered into is a key part of our service. With our extensive public sector practice, we’re well equipped to ensure our clients are compliant with their obligations.
