Biography

Richard is a Partner in our construction team. He joined Weightmans nearly six years ago from Squire Patton Boggs, where he worked for six years, and prior to that, he spent eight years at DLA Piper.

Richard is extremely experienced in non-contentious construction law, and regularly advises developers, energy suppliers, funders, universities, local authorities, emergency services and government in relation to their major projects.

He is experienced in all forms of construction contracts including JCT, NEC, Fidic, MF1 and ICheme together with forms of appointment from ACE, RIBA and RICs. He has experience of procurement of construction contracts locally, nationally and internationally.

Examples of recent relevant experience include:

  • Acting for Birmingham-based developers in the construction procurement in relation to the development of in excess of 4,000 private sale and built to rent residential developments.
  • Acting for Birmingham City Council in relation to their joint venture, with Hermes and Argent in relation to the development of the £500m scheme to create Grade A office accommodation, retail and public realm.
  • Acting for the Police and Crime Commissioner in Surrey Police in relation to the development of their new headquarters in Guildford.
  • Acting for Queen Mary University of London in respect of their £70m New School for Business and Management.
  • Acting for West of England Combined Authority in the creation of 13 transport and mobility hubs throughout the Bristol region.
  • Acting for Dudley Council in respect of the £25m development of the very light rail innovation centre.
  • Acting for The University of Keele in relation to the development of their new innovation centres, veterinary school and student accommodation.
  • Acting for Greenwich University in relation to their single FM provider for a period of 7 years using an NEC4 form of contract.
  • Advising Cumbria University in respect of two new major campus developments in Carlisle and in Barrow-in-Furness.
  • Acting for Flintshire Council in respect of the £37m redevelopment of Theatr Clwyd.
  • Acting for Hertfordshire County Council in relation to the procurement of their £150m Smart Highways framework.
  • Acting for the University of Leicester in relation to the procurement of their ultra-ambitious £60m Space Park project aimed at the commercial exploitation of space.
  • Acting for Walsall City Council in relation to their agreement with Highways England in respect of the design and engineering of the bridge and associated works at Junction 10 of the M6.
  • Advising Merseyside Fire and Rescue in the development of their new £36m training facility in Liverpool.
  • Acting for Birmingham City Council in respect of the £300m redevelopment of New Street Station.
  • Advising Queen Mary University of London in relation to their creation of a new medical school in Malta.
  • Advising in respect of the works associated with the electrification of the Midlands Mainline railway network between London and Corby, worth an estimated £260m.
