While in opposition, Labour promised to introduce a bill reforming employment law within 100 days of entering government. Many concerns have been expressed about the apparent haste with which the Employment Rights Bill (ERB) was drafted, to meet this self-imposed deadline, which has been said to have resulted in a lack of important detail in it. Consequently, a vast number of amendments have been proposed during the Bill’s Parliamentary journey, in an attempt to add some of that detail. Suzanne Nulty took a look at the latest developments earlier this month.
Employment Right Bill Series: House of Lords Stages so far.
Since then, the House of Lords Committee scheduled several further sittings to those that were planned to enable it to get through all the detail which needed addressing; the final (eleventh!) sitting took place on Tuesday 24 June 2025. During the debate in that final sitting, it was confirmed that the government intends to “imminently” publish an “implementation road map” setting out its planned timetable for consultations and implementation of the various measures within the bill. We will update you when this happens as part of our ongoing ERB Series of Insights.
It has also been confirmed that the House of Lords Report Stage will take place on Monday 14 July, just one week and one day before the House of Commons summer recess commences on Tuesday 22 July, making it most unlikely that the bill itself will complete its passage through Parliament until the autumn session.
