Mark Knowles is a Legal Director in the Police Regulatory Team based in the London office.

Mark is an experienced regulatory lawyer specialising in police misconduct, vetting and accountability frameworks in the public sector environment. He has over 15 years of experience in advising the police on a wide range of issues including conduct, performance, vetting, employment rights, data protection and public law matters/related litigation. Mark’s experience in advising in the public sector at the highest levels have given him credibility with senior clients and a real understanding of their objectives.

He played a central role in the development and implementation of the vetting framework for police officers. This included providing strategic legal advice from the inception of a force’s novel vetting removal process, supporting the development of new national vetting regulations and guidance in collaboration with government stakeholders, and advising senior leadership on legal risks, operational processes and governance.

Mark has been instructed on high profile public law litigation, including managing multi-party judicial review proceedings challenging the vetting framework and related appellate litigation. His work has involved close collaboration with senior decision-makers, regulators and government departments to ensure the lawful and effective implementation of new regulatory powers.

His experience also includes advising on high-profile misconduct matters, corruption investigations and wider accountability reforms, helping ensure disciplinary and regulatory processes are robust, legally sound and capable of maintaining public confidence while supporting effective organisational governance. Mark has also conducted extensive litigation in the Employment Tribunal, advising clients on risk and tactics.
